Panel unable to reach majority decision, parole request under additional review for man who murdered Toledo detective

Robert Jobe, who is 32 years old, recently had his first parole hearing on December 5. Although the decision was anticipated to be made shortly after, it is still pending. 11 Investigates looked into the reasons behind the delay.

OHIO, USA — A man who killed a Toledo police detective 18 years ago still has a chance at getting out of prison.

Robert Jobe, 32, had his first parole hearing on Dec. 5 and a decision was expected within days.

JoEllen Smith, the Chief of Communications at the Department of Rehabilitation & Corrections, explained to 11 Investigates that the hearing review panel was unable to come to a majority decision regarding Jobe’s parole approval or denial, resulting in the delay of the final decision.

The case now goes to the Central Office Board Review (COBR) which will work to reach a decision by a majority of parole board members.

Smith clarified, “The Central Office Board Review operates distinctively from a complete board hearing. COBR does not serve as a hearing but acts as an additional evaluation of the case by a majority of the members subsequent to the panel hearing.”

Jobe was 15 when he murdered Toledo Police Detective Keith Dressel who was working undercover when he intercepted Jobe conducting a drug deal.

Jobe was sentenced to 18 years to life in prison.

The Lucas County Prosecutor’s office and Dressel’s family have both said Jobe needs to remain in prison.

Smith said it could take weeks before there is an answer on this next hearing.
