Who is Ryan Billszta ?
A bike shop owner was fined $ 11,000 for violating Covid-19 rules despite doing his best to follow health guidelines.
Ryan Billszta, owner of Samson Cycles in Melbourne’s north suburbs, was fined $ 10,904 during the shutdown despite adhering to Covid security measures.

“We wanted to make sure we did the right thing from the beginning, to keep everyone happy and everyone safe,” he told A Current Affair.
Mr. Billszta is vaccinated and made sure his company had the proper work permit.
He also set up a QR code registration and provided hand sanitizer to customers collecting products at the store.
But his further measures were unsuccessful when two authorized Victorian government officials visited his store in mid-October.
After a short chat, Mr. Billistza recalled that the officers seemed friendly and left the bike shop “quite friendly.”
However, two days later, the business owner was shocked to discover that he had received a fine in the mail totaling $ 10,904 for failing to submit a CovidSafe plan.
A CovidSafe plan is a government-created checklist that ensures companies impose measures that adhere to public health orders to continue operating.

Two government-authorised officers visited the business in mid-October, who Mr Billstza described as friendly
Billszta said he was asked for the documents, but that he was not exactly sure what paperwork the officers were referring to.
After doing some research, he realized that officers were looking for a CovidSafe Plan, a paper version that Mr. Billsta kept in his car.
“It still amazes me that they were able to issue that without warning, without explaining to me that they were going to impose the fine,” he said.
“The money we have already lost in the last two years to receive a $ 11,000 fine is a lot.”
Attorney Adam Cockayne told A Current Affair that authorized government officials should have approached the business owner in a completely different way.
“What should have happened is that the authorized official should have explained to him what the law was and give him the opportunity to show that he had the document or could present it,” he said.
Billstza said that he planned to contest the fine, but that the most important thing to him was keeping people safe in his store.
‘The focus of these rules is to keep people safe. We’ve done it. Producing the paperwork on the spot doesn’t change that, ” he said.
