“I’ve got an emergency at the courthouse,” said the 911 caller on Sept. 19 in Letcher County, Kentucky. “I need an ambulance here right now.”
The dispatcher asked what happened.
“Judge has been shot,” the caller said.
Shawn Stines, who was the former sheriff of Letcher County at the time, reportedly went to the Letcher County Courthouse in Whitesburg on September 19. He went to meet privately with Judge Kevin Mullins inside the courthouse, according to The Mountain Eagle.
Inside, they got into an argument, and Stines shot him several times before surrendering to law enforcement, investigators claim.

Stines is currently being represented by his legal team, led by Attorney Jeremy Bartley, who is preparing his defense. Bartley mentioned a previous case involving a woman named Sabrina Adkins, who alleged that she had seen video evidence of Judge Mullins engaging in inappropriate activities with women in exchange for favors.
Adkins, who was under house arrest and a defendant in a case, filed a lawsuit in January 2022. Stines, who has been a friend of Judge Mullins for about thirty years, had been questioned in this legal matter just three days before the incident that took place on September 16, as per the Louisville Courier Journal.
“I seen Judge Mullins having sex with a girl … in the judge’s chambers,” Adkins told police during the investigation into Ben Fields, one of Stines’ former deputies. She claimed to have had sexual relations with Fields once in the office.
