Deputies said after a chase and “several Taser deployments,” Woulard was placed under arrest.
The release stated that Woulard was found with the keys to the vehicle involved in the hit-and-run in his pocket, along with “several yellow rocks” that were confirmed to be fentanyl upon testing.
Deputies said they also recovered a loaded handgun Woulard was accused of dropping while running from them.
During their investigation, deputies learned that Woulard was on probation for manslaughter with a firearm.
He is now facing charges for violating his probation, as well as new charges including DUI with property damage, fleeing the scene of an accident, illegal possession of a firearm and ammunition by a previously convicted felon, carrying a concealed weapon, non-violent resistance, and possession of a controlled substance.
Woulard was being held without bond, officials said.
Deputies did not release any details about the initial hit-and-row crash.
