A Milwaukee County Circuit Judge named Dugan was observed engaging with ICE agents in a hallway, seemingly in a state of agitation, and guiding them to speak with the chief judge about their intentions. In another instance, she was spotted assisting illegal immigrant Eduardo Flores-Ruiz and his attorney in slipping through a jury door in mid-April to avoid being arrested by federal agents waiting outside the courtroom.
Following Dugan’s arrest on charges of obstruction and another offense, Milwaukee County Chief Judge Carl Ashley clarified that despite the administrative nature of the ICE warrant, the agents were within their rights to carry out their tasks in a public hallway. Dugan’s defense asserts that she is shielded by judicial immunity for her official actions, with her legal team referencing a Supreme Court ruling on presidential immunity in an attempt to bolster their argument.
