Who is Jessiram Hweih Rivera ?
A Florida deputy shot and killed a woman who threatened to attack him with a shovel, sheriff officials said.
Jessiram Hweih Rivera died Thursday afternoon at a hospital after being shot by Sgt. Sean Speakman near Redemption Baptist Church, where he located her following a report of a suspicious woman entering and exiting traffic, according to the Polk County Sheriff’s Office.
“She was in an obvious state of agitation and was holding a shovel,” sheriff’s officials said in a statement to The Post.
When Speakman encountered Rivera on a nearby private road, she proceeded to “lift the shovel” and point the officer as she walked towards him. She then ignored various orders to drop him, prompting the officer to fire four shots as he backed away, hitting her, sheriff’s deputies said.

Speakman began taking life-saving measures, including cardiopulmonary resuscitation, before Rivera was rushed to a hospital, where she died.
Rivera, 24, a mother of daughters ages 6 years and 2 months, struggled with addiction, mental health issues, including bipolar disorder and schizophrenia, according to her mother, and a criminal record dating back eight years.
Previous arrests include aggravated assault and battery on a law enforcement officer.
“Behind that, there is a story, where she has been fighting and wrestling with the heck of hers and she wanted so badly to be good,” Hweih said.
Hweih says this week that she was working with a Polk County sheriff’s deputy through the Marchman Act, a Florida statute that provides emergency assistance and temporary detention for people requiring evaluation and treatment for substance abuse.

Investigation
Rivera, of Winter Haven, had an extensive criminal history in Florida dating back to 2013, including felony convictions of assault on a law enforcement officer and possession of cocaine. She had most recently been charged with aggravated assault with a deadly weapon in Polk County last November, records show.
Speakman, who was hired by the department in 1998, is now on administrative leave with pay under agency policy as an investigation into the proceeds of the shooting involved by the officer, sheriff officials said.

“He’s supposed to help her, not kill her because she has a shovel. There were many ways to approach that,” Hweih said.
Friends returned to the shooting site on Friday to lay flowers and make posters, calling for justice.
“To kill her like this, she needs her justice,” said Natasha Martin, a friend of hers.
“She didn’t deserve to be shot four times because she had a shovel in her hand. She would never have hurt anyone, “said Amanda James, a friend.
